The PPI starts with the records and purchase agreement, not with the aircraft arriving at a shop. Before induction, the technical team should know which conditions require proof, which model-specific areas warrant access and how a finding will affect acceptance.

A reputable facility may offer a standard pre-purchase package and a findings report. Even at an OEM-authorized shop, that package can be expensive and incomplete for the aircraft in front of it.

Standard scope is built for repeatability. Buyer risk is specific to the model, serial number, history, maintenance status, configuration and intended operation.

The completed work should answer three things: did the inspection reach the right areas, did it produce usable evidence and does the agreement let the buyer act on that evidence?

What is a private jet pre-purchase inspection?

A pre-purchase inspection—also called a pre-buy inspection or pre-purchase evaluation—is a technical assessment performed for a prospective buyer before accepting and closing on an aircraft.

It is not a single, universally prescribed regulatory inspection with one standard scope. The purchase agreement, aircraft history, intended operation, governing maintenance data and access authorized by the seller define what the parties have agreed will be examined and how the results affect acceptance.

Its purpose is broader than determining whether the aircraft can legally fly on the day of inspection. It should help the buyer understand condition, conformity, maintenance status, records quality, known and emerging discrepancies, program status, upcoming work, operational reliability and whether the aircraft satisfies the delivery condition negotiated in the transaction.

The NBAA Aircraft Transactions Guide treats the purchase agreement and pre-purchase evaluation as connected parts of a multidisciplinary transaction. The EBAA Sales and Acquisition Guide likewise states that the inspection scope and process should be defined in the sale and purchase agreement and overseen by a qualified technical advisor.

That sequence matters. If the technical strategy is not developed until after the agreement has been negotiated, the buyer may discover that access, inspection rights, time allowances, corrective obligations or rejection rights are narrower than the situation requires.

Schedule the facility’s package.

  • Select a standard PPI menu
  • Wait for the findings report
  • Forward findings to the parties
  • Rely on customary classifications
  • React as closing approaches

Design the technical strategy.

  • Screen the aircraft before induction
  • Map model- and aircraft-specific risk
  • Commission targeted facility tasks
  • Substantiate findings with maintenance data
  • Negotiate the buyer’s outcome

Do not outsource the entire decision to a generic PPI package.

A reputable maintenance facility can execute the wrong scope very well. Facility competence matters; so do the tasks it has been asked to perform.

Packaged PPI offerings provide a useful baseline. They may not be designed around the aircraft’s operating history, recent maintenance, recurring discrepancies, installed equipment or known model weaknesses. A buyer can spend heavily on standardized tasks while receiving insufficient examination of the areas presenting the greatest technical or operational risk.

Even within one aircraft model, the appropriate scope can change materially. Aircraft age, utilization, geography, damage or corrosion history, program enrollment, recent inspections, modifications, records quality and upcoming maintenance can all influence what deserves closer attention.

Duncan Aviation explains that its teams use make-and-model-specific evaluation guides and focus on common findings and potential failure areas identified through heavy-maintenance experience. That is the correct principle: model knowledge should drive the work scope, regardless of the name above the hangar door.

Yellowstone begins before the aircraft reaches the maintenance facility.

Yellowstone brings maintenance expertise into the acquisition early. Our maintenance professionals evaluate the available records, maintenance status, configuration, operating history, recurring discrepancies and upcoming requirements. They consider the model’s known concerns and the implications of the aircraft’s installed systems.

When access and transaction terms permit, Yellowstone’s maintenance team also examines the aircraft directly before the deeper event. Accessible condition, visible areas, cabin and system functionality, records consistency and signs of prior or developing issues can help determine whether the buyer should proceed and where more specialized investigation is warranted.

This preliminary work is not intended to replace the repair station, maintenance, repair and overhaul (MRO) provider or original equipment manufacturer (OEM) facility. It determines what questions the facility should answer.

Yellowstone then works with the selected facility and appropriate specialists to develop targeted inspection tasks. Depending on the evidence and aircraft, those tasks may include deeper access, functional checks, engine or auxiliary-power-unit evaluation, nondestructive testing, structural examination, leak investigation, records substantiation, avionics verification or focused examination of a known model-specific area.

Work requiring specialized equipment, disassembly, maintenance approval or return-to-service authority remains with properly qualified facilities and personnel. Yellowstone’s role is to direct the buyer’s diligence, remain close to the technical work and interpret the result.

Use the facility for the access, testing and return-to-service work it performs best. Keep the inspection strategy with the buyer's technical team.

The inspection scope should follow the evidence.

A good PPI is responsive rather than static. An initial records review, physical observation or functional check may justify expanding a particular task. A discovery during the event may require additional access, manufacturer input or specialist review. Strong, substantiated maintenance records may also prevent unnecessary duplication.

The process should establish how additional work is authorized before the aircraft arrives. Who may expand the scope? Who pays for the initial inspection? What happens when a finding requires further troubleshooting? What access may the facility obtain? Can the aircraft be test flown or ground run? How will the schedule change if deeper work becomes necessary?

These are technical and contractual questions at the same time. Yellowstone works with the buyer’s aviation counsel so that the inspection rights, delivery condition, acceptance process and finding-disposition mechanics align with the intended diligence.

Yellowstone does not replace legal counsel. Counsel drafts and interprets the agreement. Yellowstone supplies the aircraft knowledge, inspection strategy and commercial recommendations needed to make those provisions meaningful.

Records review is not clerical work.

Aircraft records should be evaluated before extensive physical work begins. They may reveal where the aircraft has operated, how it has been maintained, whether recurring defects are present, which repairs or alterations deserve closer review and whether the represented maintenance status can be substantiated.

The review may address:

  • Airframe, engine, auxiliary-power-unit and component status
  • Life-limited parts and serialized component traceability
  • Airworthiness-directive and service-bulletin compliance
  • Damage history, structural repairs and engineering approvals
  • Inspection signoffs, task cards and supporting documentation
  • Program enrollment, payment status and transfer requirements
  • Recurring discrepancies and evidence of incomplete troubleshooting
  • Modifications, avionics configuration and operational approvals
  • Gaps, inconsistencies or missing substantiation

A clean-looking logbook summary is not the same as a complete technical history. Yellowstone uses the records to develop questions, validate representations and direct the physical work toward areas of greatest uncertainty.

The right facility still matters.

Once the scope is understood, the buyer needs a facility capable of performing it. Relevant make-and-model experience, qualified personnel, tooling, specialist access, independence, schedule capacity and the ability to document findings clearly all matter.

An OEM facility can offer valuable engineering access, fleet knowledge, parts support and model familiarity. An experienced independent MRO may offer equal or stronger expertise for a particular legacy model, inspection type or modification. The best choice depends on the aircraft and the work required—not on brand recognition alone.

The facility should understand the transaction’s delivery condition and reporting requirements before work begins. Its project manager and technicians should know who may authorize added scope, how findings will be documented and which representatives may receive information.

Finding discrepancies is only half the job.

A long findings report does not protect the buyer by itself. The real value comes from determining what each finding means, which party is responsible and how the issue should affect the transaction.

Seller representatives may characterize a condition as normal wear, cosmetic or something sellers do not customarily address. Yellowstone does not accept those descriptions without analysis. We examine the applicable maintenance manual, inspection criteria, operating limitations, manufacturer guidance and negotiated delivery condition to establish the technical basis for the buyer’s position.

For meaningful findings, Yellowstone helps develop a factual record:

  • What condition was observed and how it was substantiated
  • Which maintenance data, limit or procedure applies
  • Whether continued operation requires corrective action, recurring inspection or another restriction
  • Whether the condition conflicts with the agreed delivery standard
  • What work is necessary to establish conformity or acceptable condition
  • What downtime and future exposure remain after the proposed remedy
  • What technical and commercial outcome Yellowstone recommends

This replaces opinion with evidence. It also gives counsel the facts needed to apply the purchase agreement while Yellowstone negotiates the commercial result for the buyer.

Who pays is negotiated—not decided by habit.

The buyer generally pays for the diligence it elects to perform, while the purchase agreement establishes how findings, delivery-condition discrepancies and corrective work will be handled. The exact allocation depends on the agreement and the evidence.

Industry custom may inform a discussion, but it does not resolve it. A seller’s representative saying that a particular condition is “not normally paid by the seller” does not answer whether the aircraft complies with manufacturer limits, whether continued operation carries a required maintenance action or whether the condition violates the negotiated delivery standard.

Duncan Aviation’s guidance on component discrepancies similarly explains that the purchase agreement, regulatory guidance and aircraft-manufacturer guidance are used to determine what constitutes a discrepancy and who is responsible.

Depending on the agreement and circumstances, a finding may result in seller-funded rectification, a negotiated economic adjustment, an agreed holdback, acceptance of a clearly understood condition or termination of the transaction. Yellowstone’s responsibility is to ensure the buyer’s position reflects the aircraft’s actual technical condition—not the quickest path to closing.

Here, technical experience has direct commercial value. We have used governing maintenance data and the negotiated delivery condition to establish seller responsibility for findings first presented as buyer items. We have also structured transactions so that near-term maintenance responsibilities are resolved before delivery instead of passing quietly to the buyer.

Upcoming maintenance can sometimes become the better PPI.

A standalone packaged PPI is not always the most effective structure. When an aircraft is approaching a meaningful scheduled maintenance event, Yellowstone may recommend incorporating that work into the transaction’s technical evaluation.

If properly planned and negotiated, scheduled maintenance can provide access to areas a standard PPI would not reach, produce stronger evidence of condition and avoid paying twice for overlapping access, labor or disassembly. The required work becomes an opportunity to examine the aircraft more deeply while establishing its post-event maintenance status.

This approach requires the parties to define:

  • Which scheduled maintenance tasks will be performed
  • Which buyer-directed evaluation tasks will be added
  • Who pays for the underlying event and incremental scope
  • How discoveries and resulting discrepancies will be classified
  • What delivery condition must be satisfied afterward
  • How added work affects acceptance and closing

An upcoming event can serve the buyer only when its access and work scope answer the buyer’s technical questions and the agreement preserves the buyer’s rights. Under those conditions, it can produce better evidence, eliminate redundant work and settle appropriate maintenance responsibility before closing.

“Airworthy” and “acceptable to the buyer” are not identical.

Airworthiness is fundamental, but it is not the only acquisition standard. A condition may not prevent legal operation and still create unacceptable reliability, downtime, cosmetic, supportability or resale exposure for the buyer.

A system may operate during the demonstration yet show a recurring history that suggests incomplete troubleshooting. An installed item may be functional but obsolete and difficult to repair. Records may be sufficient for operation but inadequate for the buyer’s intended registration, financing, program transfer or future resale expectations.

The purchase agreement should clearly define the delivery standard the parties have negotiated. Yellowstone then evaluates findings against both applicable maintenance requirements and the buyer’s ownership objectives.

The PPI should end with a recommendation—not a forwarded report.

At the conclusion of the technical work, the buyer should receive more than a list of squawks and estimates. The acquisition advisor should explain:

  • Which findings are material and why
  • Which issues the seller should address under the agreement
  • Which conditions remain buyer exposure after closing
  • Whether proposed repairs fully resolve the concern
  • How findings affect value, reliability, downtime and resale
  • What should be repaired, negotiated, monitored or accepted
  • Whether the buyer should proceed at all

The technical team, MRO, aviation counsel, insurer, lender and escrow provider each contribute within their roles. Yellowstone connects those inputs and remains accountable for the acquisition recommendation.

The deliverable is a technical recommendation.

Coordination can select a facility, order a package and transmit the findings. Representation starts earlier and makes a judgment.

We evaluate the aircraft before induction, define model-specific risk, build the scope with qualified maintenance resources, follow the evidence, support conclusions with governing maintenance data and give counsel the technical basis for negotiation.
